Hold income tax for back child support?

I filed for a paternity test and visitation rights for my daughter when she was 2 days old. We finally finished with the courts when she was 7 months old, when a mediated agreement and child support was established and signed by a judge. The child support arrears were calculated at $3700 and I have been paying $50 a month on it since the order was established. Can the IRS withhold my tax money since I am not behind on my current support or arrears?
