Why are we spending so much money to incarcerate relatively minor offenders?

CA has offenders in jail for life for stealing bread, 6 cd's, a flower, etc. Right now over 400,000 persons are in prison for not paying child support claiming they got laid off, over half were paying monthly support but not the arrears, how does all this jail help anyone?
