How can my husband file suit against dcse ...?

his x wife is almost 10 grand behind and they just now wanting to put her in jail after almost a year of fightin with dcse to push it she got custody back of all 3 kids this month 4/11 ...if my husband gets 400.00 behind they ready to put him in jail ( diffrent case)..dcse has told me they have diffrent rules for each sex .. they put my brother in jail over 3000.00 andn i know someone else that has an x wife that is 20000.00 behind and nothing is being done..when they start taken support from him to give to her for the kids she still has to pay him back for the arrears and if she dont pay they said oh well when asked if my husband would be allowed to get that far behind the answer was oh no wee cant allow that he has to pay or go to jail ..umm ok why aint she in there yet ..she said that wasnt discrimination due to sex i told her why wasnt it ..diffrent rules for each sex is clearly discrimination..we just dont know where to file a complaint about this .. any suggestions on what to do
