Is it weird to wave at a girl you haven't talked to?

I see this cute girl quite often on the street when I drive by and she usually smiles when I see her looking at me. She's working on a construction site so I can't really stop and talk to her. What if I were to give her a little wave or honk to let her know I'm interested?
