Why did I mess my 3 point turn up?

ok, basically I failed my first road test doing a 3 point turn. I failed because I waved at another driver to pass before I completed the turn. My issue is, what do I do in that situation. When i pull over to the side of the road, and there is a driver comming up behind me. Do I just start the turn right away?
