If a noncustodial parent has support arrears, can they claim kids on taxes?

Ex has child support arrearage. When I filed my taxes, IRS informed me the kids were already claimed. Can ex claim the kids as dependents if arrearages exist? He did not provide even close to 50% of their income and they physically reside with me.
