How to study and understand my subjects.....?

hi iam ashok from chennai studying under annauniversity affiliated college.iam having 30 arrears.i have completed the couse.....due to my weak knowledge in english i cant understand the subjects..what should i do to understand the subjects and clear my arrears?..do i need to refer dictionary for understanding?....pls help me
