What can I do to make my ex pay child support?

My ex is now $17,000 in arrears for child support. The only time he's paid since she was born, was when they took it out of his unemployment. I'm not sure if he even has a job, since he's said that there's no point in working when it all goes to child support. (He has 5 children). What can I do, to get something resolved? He's been found in contempt of court, because he didn't obey the support order, then didn't show up for court, so now has a bench warrant. They won't go after him for a bench warrant, but will pick him up for it if he's involved in another crime. I'm looking into life insurance on him, to cover child support, should he die. Any other suggestions?
